Smaller, nonacademic organizations often lack the experience, time, and resources needed to conduct and implement evaluations that are critical to effective program execution and sustainability. To address this need among its own grantees, in 2008 NYHealth began funding a technical assistance initiative that offers additional support in strengthening the evaluation aspects of grantee projects.

With funding from NYHealth, the New York University (NYU) Grossman School of Medicine and New York Academy of Medicine (NYAM) have provided direct assistance to interested grantees, held training workshops for grantees, and created an online evaluation toolkit to be used by potential NYHealth applicants and current grantees. Through continued annual support from NYHealth, the evaluation technical assistance program has built on the successes of previous years. In 2024 NYHealth awarded NYU a grant to continue this initiative for grantees.

Under this grant, NYU held two evaluation technical assistance workshops for new NYHealth grantees. These in-person workshops covered a range of topics, including developing a logic model; designing and implementing a process and outcome evaluation; and coding and analyzing qualitative data. In August 2020, because of the COVID-19 pandemic, the format changed to online webinars so grantees could continue building technical assistance while socially distancing.

Because of the success of the initiative, NYHealth continues to provide technical assistance for new grantees and applicants each year.

Outcomes and Lessons Learned

  • NYU, NYAM, and NYHealth surveyed grantees to understand preferred formats and topics of interest to inform a series of monthly webinars. An average of 25-40 grantees registered for each webinar.
  • NYU adjusted its program to respond to grantee feedback and offered webinars twice monthly to better accommodate grantees’ busy schedules. Webinar participants also received evaluation workshop presentations and other resources electronically.
  • Since 2020, NYU/NYAM hosted 68 webinars covering 10 different evaluation-related topics.
  • NYU/NYAM provided one-on-one technical assistance to more than 30 grantee organizations

COVID-19 posed obvious barriers to participation, but pivoting to virtual webinars from in-person workshops was such a successful strategy that the evaluation team decided to continue webinars. Given increased interest for in-person learning opportunities, the evaluation team will shift to a hybrid in-person workshop/webinar schedule in 2025.

The main obstacles to participation in evaluation technical assistance are grantees’ limited time and competing priorities. The evaluation team incorporated numerous strategies to address this challenge and regularly reminded grantees about the availability of evaluation technical assistance.
