SEE GRANT OUTCOMESThe State of New York is federally mandated by the Affordable Care Act (ACA) to deploy a fully operational health insurance exchange (NY-HX) by January 1, 2014.
The solution must meet Federal certification requirements by January 1, 2013 and be capable of supporting open enrollment services by mid-2013. Social Interest Solutions (SIS), a national IT systems and policy organization, provided support services to assist the State with meeting timelines and developing the most efficient, user-friendly Exchange system possible. This project moved the State forward in starting up an effective NY-HX including: supporting the development of a high-level Exchange Requirements; supporting New York’s involvement in the User Experience project (conducted in partnership with other states, foundations and Federal agencies); and providing technical assistance to the State in applying for a Federal Establishment grant.
The purpose of this project was to leverage previous work (funded by NYHealth) to conduct an IT Gap Assessment for the State and to assist the State with establishing an NY-HX. The work fell into four areas: 1) support for Requirements Definition and Modeling Support; 2) support for User Experience Project Support; 3) establishment Grant Preparation Support; and 4) technical Assistance. SIS will coordinate with and work through the Department of Health Early Innovator Project Management Office.
