Healthier Choice: An Examination of Market-Based Reforms for New York’s Uninsured

This report, issued by the Manhattan Institute, estimates the effect various market-based health insurance reforms would have on the number of uninsured in New York.
Reforms analyzed include: a repeal of community-rating and guaranteed-issue laws; approval of Health Savings Accounts for New York’s individual market; approval to purchase insurance across state lines; and approval of “mandate-lite” plans, which would cover fewer benefits. The study finds that repeal of community-rating and guaranteed-issue laws would have the greatest impact, potentially reducing the price of individual insurance coverage in New York State by 42% and encouraging up to 37% of New York’s uninsured to by coverage.
