Connecting New York City’s Uninsured to Coverage: A Collaborative Approach to Reaching Residents Eligible for Public Health Insurance but Not Enrolled

This New York City Office of Citywide Health Insurance Access (OCHIA) report summarizes the City and State programs, and administrative policies that have served as the groundwork for New York’s expansion in public health insurance (PHI) enrollment.

The report provides data on both New Yorkers who had public health insurance in 2007 and those who did not have public health insurance despite being eligible for it. The report examines the evolution of existing outreach strategies, such as access to Web-based independent enrollment and recertification by individuals. It also discusses four principles that have bolstered OCHIA’s and its partners’ outreach and enrollment strategies:

• Providing local access to PHI through strategic placement of facilitated enrollers in neighborhoods and communities.
• Integrating PHI outreach into City agencies’ and community organizations’ work to create seamless and sustainable enrollment strategies throughout the community.
• Broadening access to consistently reach as many people as possible.
• Using data to assess, refine, and develop new strategies.
