This NYHealth-funded report offers recommendations for maximizing the use of Indigent Care Pool (ICP) dollars to strengthen and support safety-net hospitals in New York City.

Potential federal policy changes could spur a rise in the number of New Yorkers without health insurance and without alternatives. With uncertainty hanging over both the Medicaid program and support for hospitals, the future of New York State’s safety-net institutions is at risk. Many of these hospitals, both public and private, are struggling financially and can expect these burdens to rise as the uninsured rate grows.

New York State and federal funds provide significant support for hospitals to deliver charity care, including through the ICP. This NYHealth-funded report offers recommendations for maximizing the use of ICP dollars to strengthen and support safety-net hospitals in New York City.
