The New York State Task Force on Co-Occurring Disorders (COD Task Force) was convened in June 2007 jointly by the New York State Office of Mental Health (OMH) and New York State Office of Alcohol and Substance Abuse Services (OASAS).

The COD Task Force supports three commitments made by OMH and OASAS—a commitment to identify and address limitations and barriers to integrated care for mental health and substance use, a commitment to recovery-oriented care that is consumer driven, and a commitment to culturally and linguistically competent care. The Task Force has made recommendations to support integration and address barriers at the clinical, regulatory, and fiscal level. The Task Force’s recommendations are recorded in this report. Representatives of provider organizations, local government agencies, and consumers throughout New York State were invited to participate and provide input and recommendations.
