The United Hospital Fund has released a new report on the 900,000 New Yorkers who are eligible for public insurance but not enrolled in any of the available programs.

Using detailed data characterizing the eligible but un-enrolled (EBU) population, as well as evidence of successful approaches from other states, the report equips policy makers to design more effective and targeted initiatives to improve enrollment and retention. The authors of the UHF report assert that understanding the characteristics of this population and using lessons learned in other states can lead New York to a more successful, targeted approach to reaching this group.
