2014 NYHealth Enrollment and Outreach Grantees

With the advent of health reform, there is a high need for direct assistance and face-to-face support to help individuals complete health insurance enrollment applications.

To engage uninsured New Yorkers and help them enroll in coverage, the New York Health Foundation (NYHealth) is funding community-based organizations that serve as trusted messengers to their communities for outreach and enrollment activities. Learn more about NYHealth’s range of outreach and enrollment efforts and watch firsthand video accounts from newly-insured New Yorkers who received enrollment assistance through the NYHealth-supported Enrollment Network.

 

2014 NYHealth Enrollment Network

NYHealth is funding a statewide enrollment network of community-based organizations that are in a position to reach populations known to be uninsured at disproportionately high rates and that are strong candidates for insurance enrollment. Ambassadors for Coverage

NYHealth is supporting the Ambassadors for Coverage program through a grant to Empire Justice Center, which has selected 21 organizations to raise awareness about health insurance options in communities throughout New York State with high rates of uninsurance.

These Ambassadors conduct outreach, educate consumers about their options, encourage people to take the steps necessary to obtain health care coverage, and connect eligible New Yorkers to organizations that can help them enroll in an insurance plan.

Small Business Assistance Program 

Since 2014, small businesses have been able to purchase insurance through the SHOP (Small Business Health Options Program) Exchange, which provides a menu of affordable, pre-screened insurance options to meet organizations’ and workers’ needs. With support from NYHealth, the Community Service Society expanded its Small Business Assistance Program, a network of organizations across New York State that helped small businesses get affordable health insurance and understand their options under the Affordable Care Act. These organizations provide education and assistance on topics such as the availability of tax credits for small businesses and options for health insurance for small businesses and their employees.

Actors’ Fund of America, dba The Actors’ Fund

More than 1 million individuals have enrolled in public and private coverage through the NY State of Health Marketplace.

Consumer assistance has played a critical role in helping previously uninsured individuals understand their health insurance options and apply for coverage—in New York alone, fully half of all those who enrolled in coverage relied on in-person assistance. Significant work remains, however, to eliminate barriers to coverage for more than 1 million New Yorkers who remain uninsured and to help those who did enroll renew their coverage. To complement the State’s efforts to engage and enroll uninsured residents, NYHealth launched in 2014 a statewide enrollment network of community-based organizations to conduct education, outreach, enrollment, and referrals. These organizations directly reach populations known to be uninsured at disproportionately high rates: low-wage workers; immigrants; and lesbian, gay, bisexual, or transgender New Yorkers. NYHealth awarded The Actors’ Fund a grant to continue these efforts in 2015.

With NYHealth funding, grantees of this initiative undertook a comprehensive range of consumer engagement activities and enrolled uninsured New Yorkers into coverage. Specifically, The Actors’ Fund helped arts and entertainment professionals secure affordable health insurance and helped reduce the number of uninsured artists in New York City. It worked with entertainment unions, arts councils, and membership associations to schedule educational workshops and seminars for their members and constituents about health insurance options through the NY State of Health Marketplace. It used media campaigns to spread awareness about its free enrollment services and refer arts professionals to further educational tools and information.

North Country Children’s Clinic, Inc., dba North Country Family Health Center

North Country Family Health Center, Inc., (NCFHC), a federally qualified health center serving children and adults in Jefferson and Lewis counties, is virtually the only source of comprehensive primary care in this remote region of New York State. NCFHC services include six school-based health centers, dental clinics, integrated mental health services, a telepsychiatry program, and a four-county WIC program. Although NCFHC is a vitally needed provider, it has undergone financial duress, reaching a crisis point in October 2013 when it announced it would be suspending operations and closing its doors. The loss of NCFHC would deal a severe blow to primary care access in this area of the State. NYHealth awarded NCFHC a grant to help preserve the clinic and ensure there is no disruption of services to patients as the clinic works to develop and implement a sustainable, long-term solution for its continued operation.

Under this grant, NCFHC engaged external consulting services to help address various reimbursement/billing issues and improve the management infrastructure of the clinic. NCFHC worked with the consulting services to improve its Medicaid billing methodology and procedures and correctly file claims to ensure proper reimbursement of services. By professionalizing its billing operation, NCFHC aimed to put into place procedures that would result in its long-term financial stability and preserve much-needed primary care access in a rural area of the State.

Make the Road New York

To complement the State’s efforts to engage and enroll uninsured residents, NYHealth launched in 2014 a statewide enrollment network of community-based organizations to conduct education, outreach, enrollment, and referrals. These organizations directly reach populations known to be uninsured at disproportionately high rates: low-wage workers; immigrants; and lesbian, gay, bisexual, or transgender (LGBT) New Yorkers. NYHealth awarded Make the Road New York a grant in 2013 to participate in this initiative. NYHealth awarded Make the Road New York a second grant to continue these efforts in 2015.

With NYHealth funding, grantees of this initiative undertook a comprehensive range of consumer engagement activities and enrolled uninsured New Yorkers into coverage. Specifically, Make the Road New York’s health insurance enrollment project provided culturally competent and linguistically appropriate outreach and enrollment services on Long Island and in Brooklyn and Queens to reach marginalized immigrant, low-income, and LGBTQ communities that faced barriers to accessing care and enrolling in insurance.

Specifically, HWCLI provided health insurance enrollment services to Suffolk County residents, with a focus on low-wage workers and the immigrant community.

NYHealth awarded Charles B. Wang Community Health Center (CBW) a grant in 2013 to participate in this initiative. NYHealth awarded CBW a second grant to continue these efforts in 2015.

With NYHealth funding, grantees of this initiative undertook a comprehensive range of consumer engagement activities and enrolled uninsured New Yorkers into coverage. Specifically, CBW expanded its outreach and enrollment assistance program to the Chinese community in Manhattan and Brooklyn.
